REGULATIONS
e competition shall be held in accordance with the 2006 Calendar Plan of Events to Be Held by the Crimean Republican Shotokan Karate-Do Federation approved by the Presidium of the Federation and the Committee for Physical Culture and Sports under the Council of Ministers of the Autonomous Republic of Crimea.
1. Goals and Objectives

The goal of the competition shall be:

- popularisation of karate in Crimea within the framework of the programme Sports and Martial Arts against Drug Addiction and Juvenile Delinquency;

- expansion and strengthening of business and friendly links between karate-do clubs and organisations of Crimea, Ukraine, FSU, near and far abroad countries;

- upgrading of judges’ skills and qualifications; and

- spotting and selection of the best and most promising athletes.

2. Management and Logistics at the Prep Stage

The overall management shall be the responsibility of the Committee for Physical Culture and Sports of the Autonomous Republic of Crimea (S.N. Dotsenko).

The current management shall be performed by the Crimean Republican Shotokan Karate-Do Federation (President G.A. Beim) and the NGO Crimean Association of Martial Arts (President S.G. Beim).

The Chief Judge of the competition shall be I.D. Lyashev (5-Dan, W.S.K.F.), President of the National Shotokan Karate-Do Federation of Russia.

The Chief Secretary of the competition shall be Valentin Ivanitsky, Member of the Judges’ Panel of the Crimean Republican Shotokan Karate-Do Federation.

3. Dates and Venue of Competition

The competition shall be held at the sports complex of S.I. Georgievsky Crimean State Medical University (Simferopol, Crimea) located at 5/7, Lenin Blvd., Simferopol, on 2-3 December 2006.

4. Rules of Competition

The karate competition shall be held in accordance with the Rules approved by the WSKF.

5. Programme of Competition

The competition shall be held in the following subgroups: B (for children and juniors) and A (for children, juniors and adults) in combats (KUMITE) and in formal technical complexes (KATA) in single and team (only for subgroup A) sections in accordance with the programme of competition.

Singles

SUBGROUP B

1) children: 6-7, 8-9, 10-11 and 12-13-year-olds;

SUBGROUP A

2) children: 8-9, 10-11 and 12-13-year-olds;

3) juniors: 14-15 and 16-17-year-olds; and

4) adults: 18-year-olds and over.

Kumite duration depending upon age category:

1) children: 1.5 minutes’ net time SHOBU-IPON;

2) adults:

men: 2 1-minute rounds JIYU-KUMITE, finals - 3 minutes’ net time NON-STOP;

women: 2 minutes’ net time SHOBU-IPON, finals - 3 minutes’ net time SHOBU-SANBON.

KATA singles:

SUBGROUP B (up to 6 Kyus)

1) up to 8 Gohaku participants (Heian 1-3 at participants’ discretion)

2) Finals - Gohaku (Heian 2-5)

SUBGROUP A (5 Kyus and more)

1) Kata competitions (for children) to be held as follows: up to 8 Gohaku participants (Heian 1-5). Final – by point system (Heian 2-5, Bassai-Dai, Kanku-Dai, Dzion and NP);

2) Juniors – 3 circles: circle 1 – Gohaku (Heian 1-5), circle 2 – up to 8 Gohaku participants (Heian 2-5, Bassai-Dai, Kanku-Dai, Dzion and NP) and final by point system (kata at participants’ discretion except Heian);

3) Adults – 3 circles: circle 1 – Gohaku (Heian 2-5), circle 2 – up to 8 Gohaku participants (Bassai-Dai, Kanku-Dai, Dzion and NP) and final by point system (kata at participants’ discretion except Heian).

An indispensable condition for subgroup A juniors and adults: a kata performed once shall not be repeated.

Teams (only for Subgroup A)

KUMITE (men and women):

1) 8-9-year-olds; 10-11-year-olds; 12-13-year-olds; 14-15-year-olds; 16-17-year-olds; 18-year-olds and over (team composition for all shall be 3+1).

KATA (men and women):

1) under-9-year-olds; 10-13-year-olds; 14-17-year-olds; 18-year-olds and over.

Friday, 1 December

12:00-18:00 – сredentials committee session

17:30 - judges’ seminar

Saturday, 2 December

9:00 – start day 1 of the competition

KATA and KUMITE singles (all categories);

17:00 – gala opening of the competition

continue competition upon finishing the gala ceremony:

finals - KATA and KUMITE singles (all categories);

The winners shall be awarded after finishing final combats.

Sunday, 3 December

8:30 – meeting of the judges’ panel of the tournament.

9:00 – start day 2 of the competition:

- KATA TEAMS (all categories)

- KUMITE TEAMS (all categories)

The winners shall be awarded at the end of each category.

6.Participants in Competition

Participating in the competition shall be all those wishing, provided that they have a requisite level of training, qualification and medical documents available, as well as insurance policies.

Dressing code: participants shall wear a traditional white kimono with a registration number sewn on, white hand plates, a bandage and a capa. The registration number shall be given to the representative at the credentials committee session.

7. Credentials Committee

The Credentials Committee shall decide which of the participants shall be permitted to participate in the competition. The Credentials Committee shall be composed of:

The Credentials Committee shall work at the sports complex of S.I. Georgievsky Crimean State Medical University (5/7 Lenin Blvd, Simferopol), on 1 December 2006, from 12:00 to 18:00.

8. Conditions of Permission to Participate

The conditions under which the participants shall be permitted to participate in the competition, their qualification and age compliance shall be determined by the Rules of the competition and the present Regulations.

The official entry application signed by the Head of the Regional Karate Federation shall be executed in accordance with the officially established form (Official Entry Application Form is attached hereto) and approved by a local physical training and sports executive authority.

The preliminary applications (see Appendix 1)

The official representative of the team shall submit to the Credentials Committee the following documents for each athlete who is a team member:

- ID card or birth certificate (a must);

- qualification card;

- insurance policy;

- medical permit for participation in competitions; and

a charity fee from each athlete in the amount of 50 UAH (10 USD) irrespective of the number of programme events participated in and 25 UAH (5 USD) (for members of the Crimean Republican Shotokan Karate-Do Federation upon presentation of the athlete’s qualification card issued by the Crimean Republican Shotokan Karate-Do Federation).

A participant or a team who shall arrive at the competition venue after the Credentials Committee finishes its work shall not be allowed to participate in this competition.

Any alteration to in the competition protocol effected after the Credentials Committee finishes its work shall be subject to fine in the amount of 25 UAH (5 USD).

The participants shall draw lots on the strength of the preliminary and official applications after the Credentials Committee finishes its work.

The participants in the competition shall be insured against accidents during the competition by the Organising Committee during the work of the Credentials Committee. The insurance amount for the whole duration of the competition shall make up 10 UAH (2 USD).

9. Judges’ Panel and Judges’ Seminar

The Chief Judge of the competition Igor Lyashev is an international category referee and the President of the National Shotokan Karate-Do Federation of Russia (5-Dan, WSKF).

The Independent Inspector of the Judges’ Panel Aleksandr Biryukov is the President of the Kharkiv Regional Karate Federation (4-Dan, JKA).

The Chief Secretary of the competition Valentin Ivanitsky is a Member of the Judges’ Panel of the Crimean Republican Shotokan Karate-Do Federation.

The judges’ seminar shall be held at the sports complex of S.I. Georgiyevsky Crimean State Medical University, 5/7 Lenin Blvd, Simferopol.

The referees who shall fail to attend the referees’ seminar and who shall not have respective qualification shall not be allowed to judge at the competition.

The seminar over, a test shall be sat, the results whereof shall serve the basis for making up a judges’ corps.

The accommodation, meals and work of the judges shall be arranged in keeping with the Regulations on Judges’ Panel

(see Appendix 2).

10. Material and Technical Support of Competition

The material and technical basis of the competition shall conform to the requirements set out in the Rules and the documents issued by the bodies of state authority regulating organisation and holding of massive-scale sports events.

Namely, pursuant to Statement of the Cabinet of Ministers of Ukraine On Procedure of Preparation of Premises Intended for Practicing Sports and Other Specially Allotted Places for Holding of Sports and Cultural Events No. 2025 dated 18 December 1998:

- the preparation of sports premises shall be the responsibility of their owners;

- the control over the preparation of sports premises and safety during a competition shall be exercised by the Working Committee nominated by respective regional state administrations.

The owner of the sports premises shall be obligated, at least 4 hours prior to the start of the competition, to submit to the Working Committee a deed duly proving that the premises are ready for the competition to be held therein.

The guilty parties shall be made responsible in case of failure to fulfil the provisions of this paragraph, should such failure to fulfil them result in any emergency situation during the competition.

11. Informational Support of Competition

The informational support of the competition shall be provided by the Secretariat of the competition and the Organising Committee.

12. Medical Services at Competition

A specialised team of doctors shall service the competition. An ambulance emergency-aid crew shall be available at the venue throughout the competition.

13. Accommodation of Participants

The preliminary hotel booking applications specifying the number of delegation members shall be filed by the participating organisations well in advance, otherwise the available hotel accommodation cost may turn out to be more expensive.

14. Determining and Awarding Winners

The competition shall be held on the basis of the removal-after-one-losing system (the no-comfort Olympic system). The medallists and prize-winners shall be awarded respective medals and diplomas. No reserve athletes in the teams shall be awarded.

A supplemental prize pool for subgroup A in single kata categories and single kumite categories has been established (provided that there shall be at least 15 – fifteen – participants in the category

(see Appendix 3).

These Regulations shall be deemed as an official invitation to the competition

15. Funding of Competition

The expenses related to athletes’, coaches’ and judges’ participation in the competition and travelling shall be borne by their respective sending organisations, federations, clubs and sponsors.

All charity fees contributed shall be spent on organisation and holding of the competition.
